Thanks for your help - unfortunately changing chain.c has no effect. I believe
that the problem is occurring at a higher level. 

Error 5011 often occurs due to data formatting issues. One example that often
happens on windows is when regional settings are set for a US date (mm/dd/yyyy)
rather than the Australian date (dd/mm/yyyy)

I think the next step is to fire up a debugger and break on the SSL functions
used to send data to the tax office server.
