The "template" in check_transform_applicable gives:
trace:msi:check_transform_applicable template: L"Intel;1033"

Locale settings:
LANG=fr_BE.UTF-8
LANGUAGE=en
LC_MESSAGES=en_GB.UTF-8

Setting them all to fr_BE or en_GB doesn't help.

Using en_US does, however
