Hey, Rosanne.

I don't think it's about urlmon really, it obviously is incomplete in part of
security manager stuff.

The real problem I believe is:

Please try this patch so I can think about proper fix.

P.S. random failures on start are intermittent and usually 'fixable' with
+relay for me, but you need couple runs before it starts.
