Hello,

 It is no not in the stable release and should be in 1.3.22 when that is
released.

You will not need to do any special steps for notepad or areas where you can
control the font.  If you would like to see Hindi in dialogs or menus you will
have to changed the key in 

HKEY_LOCAL_MACHINE\\Software\\Microsoft\\Windows
NT\\CurrentVersion\\FontSubstitutes
"MS Shell Dlg"="Mangal"  <- or the font you are going to use.
