[Bug 25821] Anarchy only renders if something else needs rendering at that position

As of 1.3.22 winetricks orm=backbuffer results in no rendering but returning to
the default setting of winetricks orm=fbo seems to allow the game to render
normally.  Can anyone else confirm?  If so I'm guessing this bug can be closed?
