AFAIK, i am experiencing a total white screen with bloom and significantly
brighter screen without bloom. This only occurs with rain. Spell effects are ok
so far. For your screenshot, it seems different as there are black areas.
Turning gamma to minimum seems to solve the problem, but it becomes extra dark
when rain stops. Using the console to stop rain solves the problem.
