Hello,

updating some fields...
I agree with previous commenters.
The installer seems to require internet connectivity (server side services) to
work.
This is now defunct/abandoned, making any attempts to get this to work
pointless.

$ sha1sum gametap_setup.exe 
2275748ec924695e20f3d5c43985b6de94a9a138  gametap_setup.exe

$ wine --version
wine-1.3.23
