Use fb_copy_to_texture_hwstretch in more cases.

The attached patch allows fb_copy_to_texture_hwstretch() to work in these
situations, eliminating the need to use the per-pixel copying in
fb_copy_to_texture_direct(). I have no idea what it does for Half Life 2, but
it brings NWN2 from several seconds per frame to an almost playable ~5 fps or
so when using "OffscreenRenderingMode"="backbuffer".
