The exact problem I found was as follows:

It (silently) receives a file not found when loading the starter template file,
then returns to the main menu.

Upon further inspection I found the filename in the log and the filename in the
directory to be the same except for the capitalization.   Specifically, the
game searched for it in all caps, when the filename was created with the first
letter capitalized and the remaining not.
