I don't know what would cause this bug to be fixed on one computer and not
another, but it sure seems fixed to me.  The last time I had checked for this
bug was a few months ago and at that time all the MOTD screen would show was a
black screen.  I joined a Counter-Strike: Source server yesterday and was
greeted with a full HTML MOTD, and then again at the end of the game (Gun Game)
the MOTD was shown again correctly.
