[Bug 9901] GetMonitorInfo returns wrong work area

To test:

1. Uncheck "Allow the window manager to control the windows" in winecfg.
2. Start notepad.
3. Add or remove a panel.
4. Maximize notepad. It should fill the work area, but in fact it fills what
the work area was when notepad was started.
