I had a similar problem.  I fixed it by doing the following:

In the launcher options, uncheck the "full screen" box.

In WoW graphics options, set to "Full screen windowed."  To the right of the
display mode setting, there is a pulldown box for monitor. I set it to "monitor
1," then closed out of WoW to make sure the settings saved.  Its worked fine
since then.

Note: The launcher is not exiting properly, which is a seperate issue. 
However, after setting the launcher option, make sure you kill the launcher
process before you start the game, or it may letterbox again.
