I was pointed to a workaround on a separate bug that I'd like to request some
of you try.

Rather than running the Launcher to update WoW, run the
BackgroundDownloader.exe in the WoW directory, and as soon as it opens, go into
the preferences for that app, disable Peer to Peer downloading, and enable
"Don't throttle background download". Then exit the background downloader, run
the launcher and see if you still get the same issue.
