Looks like you're right. But wouldn't that make the fix quite trivial?

ie. in drawprim.c and directx.c, everywhere you have 

if (gl_info->supported[NV_HALF_FLOAT])

just do an extra test

if (gl_info->supported[NV_VERTEX_PROGRAM] && gl_info->supported[NV_HALF_FLOAT])

and you're good to go.
