Is that only a typo here or you indeed compiled the source by passing FLAGS
(instead of CFLAGS) to the configure script? In the later case FLAGS was
ignored and actually -O2 was used during compilation.
You can verify that by inspecting the beginning of the generated Makefile:
CFLAGS=....
