Retested with 1.3.28, but the installer now fails earlier, claiming the
internet connection was lost. The same thing currently happens in 1.3.2 (known
not to have that problem in the past). Since the final version was released
nearly a year ago, I'm guessing some of the files the beta version downloads
are no longer available.
