I think we need a test on Windows with dotNetFx40_Full_x86_x64.exe in the same
directory, perhaps on an older version of Windows without .NET installed, in
order to determine if this is a valid bug or not.  The behavior is different on
a fresh .wineprefix, and we've talked enough about authenticode here to pollute
it enough that it really should be a separate bug with a clean .wineprefix.
