[Bug 27779] Desktop mouse pointer always visible in Steam games

I'll agree it has to have steam running.  It also can be windowed but
borderless for this bug to show it's ugly head.  IE for Mass Effect 2, I have 3
graphic options, fullscreen/windowed (borderless)/windowed.  Only windowed
doesn't show this bug, the other 2 do.
