I was experiencing the same exact problem on Ubuntu 11.04. I updated pulseaudio
1.0 from the daily build ppa and the crackling went away.

pulseaudio 1.0 is shipping with 11.10 so this problem will go away. I recommend
closing the bug as this is not a wine issue.
