So you're saying that on resolution changes to a resolution less than the
screen size the virtual desktop acquires decorations, right? (I.e. this is
essentially a duplicate of bug 31250.) That's how it's supposed to work, the
virtual desktop should have the fullscreen state when its size matches the
screen resolution, and decorations when it doesn't. If you want the virtual
desktop window to never have decorations you should configure that in your
window manager, bug 31250 has some instructions for Compiz, but in most window
managers it's not very hard.
