No. The resampler is just too resourse-intensive for some games.

alternative patches and explanation. Please:

 * read the text accompanying the first patch,
 * bring them up to date (if they aren't) and apply one (I don't really care
which one) as a band-aid,
 * then investigate why switching the resampler via the HQBuffersMax registry
setting affects the non-audio thread CPU usage in some games (that's what I
suspect to be the real bug).
