I'd like to confirm this bug, I noted the same problem using Origin myself.
It's not possible to start downloads of any kind, be they installing a game you
already own (Mass Effect 3) or downloading content for that game. About the
only thing you can do is install updates to the Origin client. But since you
can't seem to install the old client without being forced to install the new
client, that doesn't really help much.
