OK.

Actually the OP's
"The pwsafe.chm file index is displayed (by hh?), but the actual contents is
blank" message

made me think it happened from inside the program ("hh?") due to the quotation
mark.

I'll create a bug for the initial blank screen where the help is initially
displayed from within the app.
