Try to hack together a solution for the D3 installer

Great, unfortunately the D3 installer still needs something else to work.  I've
attached a patch that hacks a solution together for GetExtendedTcpTable, but it
doesn't appear to solve the problem.  It's always possible that I'm doing
something wrong, but I get the feeling that there is something else going on.
