How important is this?  Are there apps that really don't work if this api
isn't available?

(FWIW,  
http://src.chromium.org/svn/trunk/src/net/base/network_change_notifier_linux.cc
is how Chromium listens for the appropriate dbus events.  Wine listens for
other dbus events already in mountmgr.sys.)
