Eleminate GetConstantElement and restore old behaviour.

Please apply that patch on top of patch 38215. I'd expect the same behavior as
in http://bugs.winehq.org/show_bug.cgi?id=27994#c6 . Is the behavior the same?
The patch is a check to see where the problem might be.

Could you please rerun with patch 38215, the attached patch and +d3dx,+tid.
