Is this still a problem with a more recent Wine version (1.3.37 or newer)?
If so, can you reproduce the problem with the demo:

GTA2 v9.6 crashes here with Wine-1.3.30 (showing the same backtrace than
yours), but starts fine with Wine-1.3.31...1.3.37. There is a crash on exit
though.
