in wine 1.3.37 with
wine reg add "HKCU\\Software\\Wine\\Appdefaults\\toee.exe\\Direct3D" /v
"StrictDrawOrdering" /t REG_SZ /d "enabled"

it did nothing (same with "UseGLSL" disabled or "AlwaysOffscreen" enabled,
haven't tested the others yet)
