You need .NET 4.0 Framework as prerequisite (don't let the installer do this).

Follow appdb HOWTO:

http://appdb.winehq.org/objectManager.php?sClass=version&iId=17886

to get it installed.

$ sha1sum  vc_web.exe 
c2d61a5424aa474a169e59199aa2158a858833f6  vc_web.exe

$ wine --version
wine-1.4-rc1
