You don't mention your hardware, or OS X version, or anything really, but it's
probably because the GLSL uniform limits are pretty much completely broken on
OS X. You can probably trade the software fallback for rendering errors by
limiting gl_info->limits.glsl_vs_float_constants to 256, and maybe
gl_info->limits.glsl_ps_float_constants too.
