Wow, I really wish I had found this bug before tediously going over everything
in my relay log in order to create attachment 41142.  If I could get some
feedback on that patch then I'll revise/submit it (in two pieces, one for
FILE_PERSISTENT_ACLS and one for the "Microsoft" directory).
