Bad things, with or without that key.

With the key:

err:msi:msi_load_all_components can't initialize assembly caches
fixme:msi:MsiGetLastErrorRecord 
err:msi:ITERATE_Actions Execution halted, action L"SxsInstallCA" returned 1603

Without the key:

err:seh:raise_exception Unhandled exception code c0000005 flags 0 addr 0x451d7c
