shell32: Make ShellExecute use native file association databases (try 2)

Second attempt at the patch.
This revision adds support for detecting GNOME and KDE and using gnome-open or
kde-open when xdg-open isn't available.
Also a situation which could possibly introduce an infinite loop (which was
mentioned by Francois Gouget on the wine-devel mailing list) is now resolved
