That command has two problems: winedebug should be WINEDEBUG,
and it has to be in the environment.  So:

env WINEDEBUG=+msvcp90,+tid WINEPREFIX="/home/papusone/.wine" wine
C:\\windows\\command\\start.exe steam://rungameid/8930 &> /tmp/civ5.log
