Maybe I don't understand something, but every metabug I saw says it *depends
on* other bugs, *not* blocks them.

It doesn't make sense. Blocked issue can't be closed before the blocker. Why
don't you agree with that? In this tracker I see exactly opposite situation:
blocked bugs are closed before the blocker! Insane!
