It's possible, the new version of the software doesn't have these issues. 
However, I figured out the file pattern and was able to download the version
that some people on this report used from here:
https://download.elster.de/download/2008/ElsterFormular-10.4.0.0.exe

So hopefully that should give me the ability to investigate the issue.
