[Bug 31039] Visual C++ 2005 Express SP1 install fails without native runtime

I can't reproduce your success.  It fails for me with

warn:file:CreateFileW Unable to create file
L"C:\\windows\\Temp\\_vc2005express\\vcsetup1.cab" (status c0000034)
trace:file:CreateFileW returning 0xffffffff
err:cabinet:FDICopy FDIIsCabinet failed: 2.
err:msi:extract_cabinet FDICopy failed
err:msi:ACTION_InstallFiles Failed to extract cabinet: L"vcsetup1.cab"

even with vcrun2005 executed before vc2005express.  
I'll attach a +msi,+file log.
