I can't offer a fix, but I can offer two workarounds.

Edit rebllion.user.setting by hand. It's just a text file.
The two lines are:
VideoFullScreenWidth 1920
VideoFullScreenHeight 1080

The other is to enable 'Emulate a Virtual Desktop' with a resolution at least
equal to what you want to set. Once you set it and exit the game you should be
able to disable the option and have it start in full screen at the resolution
you want.
