continuation of bug 29742

After a stub "wevtapi" dll is provided the installer still crashes.
A stub is needed for the following event API functions:

EvtOpenChannelConfig
EvtGetChannelConfigProperty
EvtSetChannelConfigProperty
EvtSubscribe

With these stubs in place the installer doesn't crash and continues.
