The policy of bugzilla here states that issues later than 180 days with no
activity should be first noted and then closed as abandoned if no reply is
given.
If you query for bugs older than 180 days, this is true:

0 results.
However, if you take a date ranged query and examine individual issues, then
you notice that this rule does not work in practice.
In this example take all open issues from 2006:

For example bug 5552 was updated, according entries, the last time more than a
year ago.
However, it was modified in 2011-11-23 when a component was changed by a wine
maintainer/developer.
The conclusion: The policy, that states that bugs should closed if there has
been no activity for 6 months, does not work in practice because changes in
components by maintainers are recorded as changes to bugs, whereas imho only
logger and solver changes should qualify for changes. Therefore a lot of old
bugs that should be marked as abandoned, but are just sticking in bugzilla
forever, because 6 moth query is hiding them from helping hands. Investigation
of the bug db shows a lot of cases like that.
