Aren't (1) and (2) assume that Wine has nothing to do with broken xrandr
implementations?

The fact that setting UseXRandR to "N" in the registry makes the problem go
away, and that you think that using xrandr 1.3 will avoid the bug suggests
that video driver is able to behave sanely. Why underlying behaviour of
the driver is so drastically different, and what Wine has to do with it
is left as an exercise for the reader.
