GetExtendedTcpTable

Here's a new version of the tcptables patch. I ran the launcher 8 or 9 times,
every time it loaded almost instantly, didn't throw any JSON errors that I
noticed, and the two times I tried to actually start D3 by hitting "Play" that
also worked fine.

Note that you have to apply both AcceptEX-patch.patch and
GetExtendedTcpTable.patch to test this, the AcceptEX patch should still be
fine.
