Oh dear God.  This looks like a horrendous can of worms.  I'm starting by
looking at http://dri.freedesktop.org/wiki/S3TC, and it seems we're looking at
patent encumberance.  Of course, this report is going to be closed as Invalid.

I genuinely despair at the state of software today.

For what it's worth, I attach a screenshot with lib32-libtxc_dxtn-1.0.1-1
installed, built from AUR (in other words, not maintained in any realistic
sense).  It's an improvement ... of sorts.
