personally i cannot run it under english kubuntu, while under my previous
russian ubuntu everything was OK.
The problem is in ANSI (=non-unicode) programs, but somehow it worked. 
LANG=ru_RU.UTF-8 wine <program> helps partially. Besides i want  that
line 

LANG=ru_RU.UTF-8

to be runned by default without changing locale of whole system. See also
