Please change your path in the console window to (wineprefix)/drive_c/WGMAN
and run the command (all in one line):

WINEDEBUG=+int,+int21,+int31,+dosmem,+pid,+tid,+process,+loaddll wine
GCSVCMAN.EXE 2>&1 | tee log.txt

Now attach the file log.txt to this bug.
