For me it fails with WINEDEBUG=relay as well, but I think we have different
binaries. The one I'm trying to use is a small program (~2 MB) which downloads
the bulk of the data after being launched.

$ md5sum AdobeApplicationManager.exe 
756c0acffea1be9b32937fa31c61c506  AdobeApplicationManager.exe

Try downloading from
http://ccmdl.adobe.com/AdobeProducts/PHSP/13/win32/AAMmetadataLS16/AdobeApplicationManager.exe
