I can confirm this in wine-1.5.16-202-g74ec93b

winetricks winhttp gets it a bit further, it then hangs instead of erroring
out. Next fixme's are secur32/wintrust, but native secur32 (with winhttp) gives
an error about the remote server not responding.

I'll attach a winhttp trace.
