A lot has changed since this bug.  Eve no longer has the standalone installers
for patching and the online updater has been tacked onto the front of the main
install so that it, by default, checks for updates each time the client is
launched.

I can't vouch for this particular bug but the download progress indicators
these days are working well and even the need for fiddling with DLL overrides
is gone.
