Same problem than Jonas Jelten for "Spec Ops : The Line" in Steam + Vista/win7.
I have a pop-up window to install Steam Service with this message :
"So that this version of Steam works perfectly on this Windows version, you
must to install the composant Steam Service. The process of installation of the
service requires administrator's rights.

If i continue, an other popup windows invit you to relaunch Steam. But, when
you relaunch it and the game, Steam Service is not installed.
