Ok, just a quick digging into this indicates that the problem may be related to
an exception:

This occurs almost immediately after trying to work with a strange URL:
pack://application/Netflix.Silverlight.CBPApp;component/Effects/BrightnessContrast.ps
which distinctly has no entry in PROTOCOLS\\Handler\\pack ...

I probably won't have time to look into this much more for a few weeks, but
this seems like a good place to start if anyone else has some time.
